Participation Rules
MoosePOI Participation Rules & Acceptable-Use Policy
These rules govern participation in MoosePOI, operated by MoosePOI, LLC, a Delaware limited liability company (“MoosePOI,” “we,” “us”). They exist so that every participant can rely on the same baseline of trust and attribution. They apply equally to every participant, including the carriers owned by MoosePOI’s owners.
1. Who may participate
Participation is open to licensed carriers and IPES providers with numbering authorization, and to their interconnection partners, that can present a valid identity and exchange STIR/SHAKEN-signed traffic. Each participant must complete identity verification before connecting.
2. Signed traffic only
All voice traffic exchanged across MoosePOI must carry a valid STIR/SHAKEN signature. MoosePOI verifies signatures inline, chained to the STI-CA roots. MoosePOI does not sign traffic and does not issue certificates; participants are responsible for the attestation of the traffic they originate or send.
3. Attribution and traceback
Every call on MoosePOI is attributable to an authenticated participant. Participants agree to cooperate with industry traceback efforts and with lawful requests, and to respond promptly to inquiries regarding traffic they have sent across MoosePOI. MoosePOI may attribute and, where warranted, suspend or terminate a source of traffic that violates these rules.
4. Inbound control and the meaning of “decline”
Terminating participants may set policy to decline traffic over their MoosePOI link — including at the level of a specific carrier or certificate. Declining traffic affects only what crosses a participant’s interconnect with MoosePOI; it does not block a call elsewhere on the network. MoosePOI is neutral tooling that executes participant policy. We do not assume any participant’s regulatory robocall-mitigation obligations, which remain with the carriers to whom they apply.
5. Prohibited conduct
Participants must not:
- send traffic with knowingly false or invalid STIR/SHAKEN attestation;
- send traffic they know or should know to be unlawful, fraudulent, or originated to deceive (including illegal robocalls and spoofed traffic);
- misrepresent their identity, OCN, or authority to send traffic;
- attempt to circumvent authentication, attribution, or another participant’s declared policy;
- interfere with the integrity, security, or availability of MoosePOI.
6. Neutrality
MoosePOI applies these rules uniformly. The carriers owned by MoosePOI’s owners connect through the same gates and under the same rules as any other participant, with the same attribution and inbound controls applied to them. No participant receives preferential routing, attribution, or enforcement treatment.
7. Enforcement
MoosePOI may investigate suspected violations, request information from participants, and take graduated action — up to and including suspension or termination of a participant or a specific source of traffic — to protect the integrity of MoosePOI. We aim to be transparent with participants about enforcement actions affecting them.
8. Changes
We may update these rules as MoosePOI evolves and as industry practice changes. Material changes will be communicated to participants.
