An IP interconnection is only as valuable as the certainty that comes with it. MoosePOI’s design is built around one question: can a participant be certain who sent them a given call? On MoosePOI, the answer is yes — every time.
Here is what that certainty rests on.
Inline STIR/SHAKEN verification
Every call that crosses MoosePOI carries a valid STIR/SHAKEN signature, and MoosePOI verifies it inline — chained to the STI-CA roots. We verify signatures; we never sign them or issue certificates. MoosePOI is an interconnect, not an originating switch, and we’re precise about that distinction because it’s what keeps the verification meaningful.
Per-participant attribution
Every participant is authenticated before connecting, and their identity is bound to the traffic they send. That means every call on MoosePOI is attributable to a specific, authenticated participant — not an IP address, not a best guess. Attribution isn’t a report we generate after the fact; it’s a property of every call as it crosses.
Traceback cooperation
Attribution is direct. Because every participant is authenticated and every call is attributed, a terminating provider can identify the interconnection partner that sent it a given call — or, alternatively, identify MoosePOI. Where a traceback identifies MoosePOI, we’re glad to respond and point to the source of the traffic.
At the same time, providers should understand that MoosePOI isn’t an intermediate provider, per se. It’s a point of interconnection — not a hop in the call path that takes on an intermediate provider’s role. MoosePOI is neutral infrastructure that aids compliance and executes participant policy: we give carriers the attribution and control to enforce their own policies, and we do not assume any participant’s regulatory robocall-mitigation obligations. The regulatory duty stays where it belongs.

Participation is governed by a published set of rules and an acceptable-use policy. They lay out who can join, what’s expected of participants, and how enforcement works — the neutrality and conduct of MoosePOI, written down rather than improvised. Read the Participation Rules.
Stated neutrality — including for our own carriers
MoosePOI’s owners also own a couple of carriers. We think the trustworthy thing to do is say so plainly: they connect through the same gates, using the same rules, with the same attribution and the same inbound controls applied to them as to everyone else. Neutrality that has an exception isn’t neutrality. MoosePOI doesn’t have one.
